  The crisis within the Socialist Party takes on a judicial dimension. Le collectif Initiative pour la réforme du Parti socialiste, composed of cadres et militants, was seized by the Tribunal de grande instance de Dakar en référé, with Me El Hadj Diouf as counsel. Aminata Mbengue Ndiaye, acting Secretary-General since 2019, is summoned to appear on Monday 1 September at 8.30 am before the President of the Tribunal statuant en matière de référé, at the Palais de justice de Dakar. The proceedings were instituted in response to a number of allegations: the prolongation, considered illegal, of the interim period exercised by Ms Ndiaye, the absence of a meeting of the Central Committee for several years, the concentration of powers within the national executive secretariat, the expiry of the mandates of the local, departmental and regional structures without renewal, and the risk of a change in the composition of the Central Committee. According to the applicants, these situations constitute a manifestly unlawful disturbance within the meaning of Article 248 of the Code de procédure civile. The prolonged retention of Mme Ndiaye at the head of the party would amount to an excess of power and a flagrant violation of the statutes. They urge the restoration of internal legality and the return of sovereignty to the competent instances. Finally, the order recalls that, in the absence of the parties, the tribunal pourrait statuer sur la seule base des éléments fournis par les demandeurs.
