The Minister of National Education of Senegal, Moustapha Guirassy, expressed his concern at the suspension of USAID’s programmes, stressing that this decision is “very prejudicial to the school”, in particular to programmes concerning national languages. He explained that these programmes, which are essential for the pupils’ academic performance, were largely financed by USAID, and their termination will have a heavy impact on the ministry. This situation raises questions about the sovereignty of the State of Senegal, according to the minister, who insisted on the need to rethink external financing and give priority to the country’s internal needs. However, he welcomed Senegal’s partnership with the World Bank in the framework of the Project to Improve the Performance of the Education System (PAPSE).
