The debate on the Senegalese debt, described by some as “hidden”, has just begun. Following the declarations of former President Macky Sall, the Minister of Economy, Planning and Cooperation, Abdourahmane Sarr, counterattacked with assurance, defending the transparency of public accounts while pointing the finger at the gaps in the financial circuit. The former president refers to the surveillance of the IMF. The affair had been revived by an interview of Macky Sall accordée à l’Atlantic Council. The former head of state had rejected the idea of a “hidden” debt in the strict sense, arguing for the permanent multilateral surveillance of the International Monetary Fund (IMF). According to him, Senegal’s external debt, denominated in foreign currency and transmitted by the BCEAO (Banque Centrale des Etats de l’Afrique de l’Ouest) to the government in CFA francs, would make it impossible to waive it without informing the IMF. The Commission has not been able to reach a satisfactory conclusion on the matter.
