​Ran Neuner watched a mob beat people next to the N7 highway in Cape Town. He phoned 10111 in a desperate attempt to summon help – but he says the emergency call operator slammed the phone down on him. Within hours, the charred bodies of four people, burned beyond recognition, were found.
